In 1898, Francis P. Badham published an article in the English Historical Review based on Italian sources and highly critical of Nelson's conduct during the Neapolitan Revolution of 1799.

In July 1899, Mahan published in the same review a rebuke of Badham's article.

The controversy continued in the Athenaeum of July and August 1899, and in 1900, Badham published his "Nelson at Naples.

The pamphlet attracted a new article of Mahan in the English Historical Review of October 1900. His main argument was "that a man is a national hero, and is dead, does not disentitle him to the presomption of innocence until guilt is proved".
