I read somewhere that in the Royal Navy, when an officer was changing ship, he had the right to take with him some of the men who had served under him, the number increasing with the grade.
Is this true ? Are there some references to consult ?

That's true. Good seamen were difficult to find.
He generally took with him his barge crew, the boatswain, etc.

Often lieutenants followed a captain from ship to ship, but that was at the discretion of the Admiralty (or the CinC on foreign stations) as they had to get a new commission.
Well viewed captains had a say for the officers and petty officers they wanted to have with them.
Flag officers had more choices naturally.
