My great-great grandfather was on the ship TEES from 1821-1826 and then the cutter CRACKER from 1826-1835. Would he had to have been in the Royal Navy to serve aboard these 2 ships?

There was a 6th rate TEES from 1817 to 1826. She was lent as church ship in October 1826 and sold in 1872.
And a cutter CRACKER from 1826 to 1842.

So your ancestor was most probably RN.
